Hello all,
New city attorney here, and I'm looking for some pointers, forms or any information anyone has regarding the city issuing bonds to purchase a building in accordance with Neb Rev Stat 17-954. The statute states that there must be a petition presented to city council signed by 10% of voters of city. Is there somewhere this petition can be found online? Does anyone who has done one care to share a copy? Who circulates it? The city itself wants to do this, so could it be the economic development coordinator? The statute is very vague as to who verifies the sufficiency of the petition as well. Is that the responsibility of the city clerk? Does the resolution proposing to issue the bonds need to be on the petition or is it a resolution to vote on the matter, then at election the resolution to approve the bonds is placed on the ballot?
Any information is helpful, as this is completely new territory, I was just informed of the city wanting to do this, and there is a very limited amount of time remaining to be able to put this on the ballot (Petition and resolution approved by city council prior to March 1). Thanks in advance!
