    My village has entered into a contract to purchase lighting equipment for the ball field.  Bidding was not done due to our Village Maintenance man being told that the one supplier was part of Sourcewell.

     

    Sourcewell is a Minnesota based governmental entity that suppliers join promising the lowest possible price to allow purchase without the bidding process.  It is statutorily established and authorized for that purpose – supposedly.

     

    Has anyone heard of this entity or aware of the ability to avoid the bidding process using this group?

    The City of Grand Island regularly uses Sourcewell to procure goods.  Their bidding process is compliant with the City's purchasing rules.  Whether or not it is cheaper than if the departments produced bidding documents and bid it out themselves I cannot say.  This is a way the Grand Island simplifies the process.  It is equivalent to using the State of Nebraska's contracts for procuring goods but on a national scale instead of just the State scale.

    One of the cities I represent has used Sourcewell in the past.  I was a skeptic at first-but after reviewing it, I determined it complied with all procurement procedures.  Essentially, it's a form of joint purchasing-which is permitted by the Joint Public Agency Act.  My memory is your city council or board of trustees will need to first pass a resolution through which the municipality becomes a member of Sourcewell.
