    Good Afternoon, 

    I have a Village that is trying to enforce their nuisance code by removing an individual who is living in a camper in a residential district. The camper resident was given permission by the property owner to park his camper on the property and live there. The Village has declared the property a nuisance and ordered abatement.  The individual has not removed himself or the camper prior to the deadline after being served with the Declaration and did not ask for a hearing. He is also technically violating the Village's Zoning Regulations as well. 

    The Village is now trying to abate the nuisance by having the camper removed but the Sheriff's Office will not remove the individual from the camper "without a court order" and the towing company cannot remove the camper if he is still inside of it. The property owner is currently living in one of the garages on the property since there is no primary residential structure and is just as difficult to work with. 

    Has anyone run into this issue before? Any suggestions on how to go about removing this individual and the camper?
